General Strategy for the Award of Petroleum Concessions (2019-2025) – Presidential Decree No. 52/19

Presidential Decree No. 52/19, of 18 February, approves the General Strategy for the Award of Petroleum Concessions for the period 2019-2025.

The strategy comes after the Angolan President João Lourenço, recent appointment of the board of the National Oil, Gas and Biofuels Agency (ANGP).

The Ministry of Mineral Resources and Petroleum has identified 56 blocks that will be awarded through a combination of open public tender, restricted tender and direct negotiation between the years of 2019 and 2025.

The blocks are located in all four Angola’s sedimentary basins (Congo, Cuanza, Benguela and Namibe) and the planned calendar for their awarding is as follows:

As per the Decree, Sonangol EP may take up a participating interest in these blocks of no less than 20%.

According to presidential decree, the general strategy will ensure the increase of reserves, promoting the exploitation activity in a rational and adequate manner, as well as promote the exploitation of natural gas.

Additionally, this strategy will promote foreign direct investment in the oil and gas industry.
